Stopped by the scrap yard today and they only had one piece of 3/8 mild steel. Just so happens it was cut in a pretty neat circle and actually measures 17 3/4". All I have to do now is burn a few holes in it for mounting. It does have a small issue at the top, I put an arrow to it on the attached pic. Not worried about it, I bought it to shoot at Cool

This thing weighs 27 pounds and costed $3.00, score.

Stopped at Tractor Supply today and picked up the remaining hardware.

I think I am going to drill it so we can reverse it. anyone have any other thoughts / concerns?

Hole drilled, wasn't that bad at all. Broke one pilot bit because I was impatient, however check the attachments out. Drilling the hole will make the target reversible.

Total cost of this project so far is $7.00 since we did not use the hardware! Only thing left is grinding the edges and paint

*EDIT* Grinding and painting will probably be a video.
